ICLEI jointly implemented this project with UN-Habitat. ICLEI specifically addressed enhancing vertical and horizontal integration of climate action in support of national and local strategies and policies; supported and guided selected local governments in developing and approving Urban LEDS and Action Plans resulting in measurable GHG emission reductions and adaptation co-benefits and further consolidation of achievements. ICLEI also promoted international, regional, national, sub-national and local government cooperation on urban climate action, leading to an increase in urban stakeholders’ capacity to implement climate action.
Using its GreenClimateCities (GCC) process methodology, ICLEI worked directly with the selected cities and offered them tailor-made guidance and capacity building. ICLEI approached Urban-LEDS as an implementation project of the Global Covenant of Mayors for Climate & Energy (GCoM), and its implementation ensured that the building blocks for compliance with the GCoM have been put in place in all model cities. ICLEI further mobilized cities to commit to the GCoM, and supported the project cities to explore access to financing, leveraging TAP as a delivery vehicle.
